A new Angus Reid Institute survey conducted in March 2025 finds that a majority of American adults support continued humanitarian and economic measures in response to Russia’s war against Ukraine, even as backing for more direct military assistance remains more limited.
• Humanitarian support remains broad: A majority (56%) of U.S. adults say the United States should send humanitarian aid — including food, medicine and medical personnel — to Ukraine.
• Economic sanctions have moderate backing: Forty-five percent support targeted sanctions that would restrict certain Russians’ ability to do business or access money in the U.S.
• Mixed views on military assistance: While 36% favour providing defensive gear (e.g., night goggles, helmets, radios), fewer — just 27% — say the U.S. should send more lethal aid such as guns or tanks. Only 24% back more loans or direct financial support for Ukraine’s defence.
• A sizeable share prefers U.S. non-involvement: Nearly three in ten Americans (30%) say the U.S. should do nothing more on Ukraine, opting to stay out of the conflict entirely.
On views of current policy, more Americans believe the U.S. is providing too much support to Ukraine (37%) than say it is offering the right amount (22%) or not enough (23%).
What Americans want next
The survey also probed broader attitudes toward the trajectory of U.S. involvement. A plurality — 60% — say the U.S. should commit to support “as long as it takes,” while only 11% think military assistance should stop now. These results suggest durability of basic support, even as intense partisanship and debate shape views on specific kinds of aid.
Bottom line
While Americans continue to embrace humanitarian help for Ukraine, enthusiasm for heavier military engagement and financial commitments is more constrained. The data point to nuanced public sentiment: broad sympathy for Ukrainian suffering and economic pressure on Russia, paired with caution about deeper U.S. military involvement.

Survey Methodology:
Angus Reid conducted an online survey from Feb. 27 to March 3, 2025 among a representative randomized sample of 2,005 American adults who are members of Angus Reid Forum USA. For comparison purposes only, a probability sample of this size would carry a margin of error of +/- 2 percentage points, 19 times out of 20.
